As a result, there remains a risk that significant occurrences or concentrations of rare, threatened and endangered species are not consistently identified and protected before management activities occur. b) Review the supplier’s harvest plan and pre-harvest reports to confirm that legally required buffer zones, no-harvest areas, or restricted methods are included and respected where overlaps occur with HCV1 features, consistent with the Nature Protection Law and Cabinet Regulation No. 935.

c) When overlaps or uncertainties are detected, obtain written confirmation from a qualified ecologist (experienced in Latvian forest biodiversity and RTE species) or from a competent authority (e.g. Nature Conservation Agency – NCA or State Forest Service – SFS) that HCV1 values are adequately protected.

d) For sourcing organizations without direct forest access (e.g. foreign or downstream buyers), obtain and retain geo-referenced photos, expert notes, or third-party inspection reports demonstrating that HCV1 values were not degraded.
